A New Car Plan for a Greener Future

A New Car Plan for a Greener Future will provide $3.5b in assistance over ten years, delivered via the Automotive Transformation Scheme (ATS) . Supplementary programs include the Structural Adjustment Program, Supply Chain Development Program, Market Access Program, enhancements to the LPG Vehicle Scheme and the establishment of an Automotive Industry Innovation Council. Assistance is scheduled to cease in 2020.

The Automotive Transformation Scheme (ATS) has replaced ACIS from 2011. Assistance will be capped at $1.5b for 2011-2015 then $1b for 2016-2020. Approximately $850m to OEM’s for uncapped production credits from ATS and an additional $79.6m to smooth the transition from ACIS to ATS for OEM’s. Participants will be required to demonstrate progress towards achieving better environmental outcomes and a commitment to developing the capabilities and skills of their workforce.

Automotive Industry Structural Adjustment Program (AISAP) $116 m to facilitate consolidation firstly by helping firms with legal, relocation and other merger costs. Secondly by providing labour market adjustment support similar to other sectoral and regional adjustment programs. Around $40m to displaced workers and $76m for structural adjustment. This program commenced in 2009 and is to be run by policy determined by the Minister.

Automotive Supply Chain Development Program ( ASCDP) $20m to build on initiatives such as Automotive Supplier Excellence Australia (ASEA) coordinated by the Auto CRC.

Automotive Industry Innovation Council (AIIC) to keep the sector informed and to develop and disseminate new ideas and to drive continuous improvement and renewal.

Automotive Market Access Program (AMAP) $6.3m to boost suppliers access to global supply chains based on Team Automotive Australia (TAA).

The assistance is conditional upon every participant demonstrating that they are aiming for better environmental outcomes and are building capabilities needed to compete in the global market. They will be required to come up with new and better products, new and better ways to produce, and new and better ways of marketing them to the world.
