A New Car Plan for a Greener Future will provide $6.2 billion from in assistance over thirteen years, delivered via the Automotive Transformation Scheme (ATS) and the Green Car Innovation Fund (GCIF). Supplementary programs include the Structural Adjustment Program, Supply Chain Development Program, Market Access Program, enhancements to the LPG Vehicle Scheme and the establishment of an Automotove Industry Innovation Council. Assistance is scheduled to cease in 2020.

Automotive Industry Innovation Council(AIIC)
The Automotive Transformation Scheme (ATS) will replace ACIS from 2011. Assistance will be capped at $1.5 Billion for 2011-2015 then $1 Billion for 2016-2020. Approximately $850 million to OEM’s for uncapped production credits from ATS and an additional $79.6 million for ACIS to smooth the transition to ATS for OEM’s. Participants will be required to demonstrate progress towards achieving better environmental outcomes and a commitment to developing the capabilities and skills of their workforce.
The Green Car Innovation Fund (GCIF) is a competitive grant scheme of $1.3 billion over 10 years. The selection process will take into account the innovative, technological, commercial and environmental merits of each proposal. The focus will be on the R&D and commercialization of Australian technologies that significantly reduce fuel consumption, green house gas emissions or the weight of vehicles. All firms are eligible to apply but the work is to be performed in Australia, aiming for commercial development in Australia. Grants will fund one dollar for every three dollars contributed by the grantee. Commences 1/7/2009.
Automotive Industry Structural Adjustment Program (AISAP) $116 million to facilitate consolidation firstly by helping firms with legal, relocation and other merger costs. Secondly by providing labour market adjustment support similar to other sectoral and regional adjustment programs. Around $40 mil to displaced workers and remainder $76 mil (approx) for structural adjustment. This program is to be run by policy and determined by the Minister. Commences 1/1/2009
Automotive Supply Chain Development Program ( ASCDP) $20 million to build on initiatives such as Automotive Supplier Excellence Australia (ASEA) coordinated by the Auto CRC.
Automotive Industry Innovation Council (AIIC) To keep the sector informed and to develop and disseminate new ideas and to drive continuous improvement and renewal.
- Automotive Market Access Program (AMAP) $6.3 million to boost suppliers access to global supply chains. Based on Team Automotive Australia (TAA).
The assistance is conditional upon every participant demonstrating that they are aiming for better environmental outcomes and are building capabilities needed to compete in the global market. They will be required to come up with new and better products, new and better ways to produce, and new and better ways of marketing them to the world.
